Fraud Liability in person to person transfers?

This may be a ridiculously basic question, but...

 

If I send money to someone for good or services and they are not a website, ebay, merchant, company etc.

 

If they do not send items, make good on promise, or provide what they were exchanging the money for, does PayPal protection cover these transactions?

 

If so, how difficult is it to get the money back? Are there any exceptions - i.e. transaction type, merchandise type, etc.

PayPal Buyer Protection applies to a Goods & Services payment if the item is eligible.

 

The process of opening a dispute is very straight forward.

 

It would help if you have the seller send an invoice describing what you're paying for. You can tell them how you want it written so that there are no misunderstandings.
