so it says "Your payment was refused by PayPal. Please try a linking a different payment method or contact PayPal customer service for assistance." i have 18 euros in my paypal and 8 euros on my bank acc and i cant buy 24.99 v-bucks? help plz

Try selecting the bank account as your back up funding method and try paying again.
