Every time I try to make a payment on PayPal its not going through and I asked ebay why is this happening and they said that PayPal said an action is required. Now am trying to get to paypal and every time there saying they can't discuss my issue over phone and then the call ended I can't get to no customer care representative this is so frustrating can someone help me out.
