Fees for sending money to a friend

Hi all! I recently sent $1.00 USD to my girlfriend's paypal in the U.S from my paypal account in Singapore. (Just to test) Apparently, Paypal labelled the transaction as "business related" and therefore charged my girlfriend a seller fee of $0.33. She only recieved $0.66 out of that $1.00. I saw no option to label the transaction as a gift and thereby avoid the seller fee. Anyone got a solution to this? Much appreicated guys!

The family / friends option is not available in every country so in those countries you have to send them all as goods / services unfortunately.
