Failed Transaction Due to Item not in stock

I ordered an item from a Chinese Company. They informed me weeks later that they did not have it in stock. I informed them that I want a Refund and also informed PayPal. PayPal informed me that after 30 days the Payment would be cancelled, and I would get my money back. It is over 40 days now and I have not received my refund. The Assistant tells me I may have to go to my Bank to cancel the transaction. I have never had to do this before. Why now?

On further research into my Bank Account Statements, the money for the item was not released from my account. I don't know, but it may be a red flag. I will not order from that website anymore. Problem SOLVED.
