Exaggerated transaction fees

I recently received a payment of $9500.
PayPal charged transaction fees of $418, which is around 4.4%
Seems to me huge.
I tried to apply for merchant fees, but since I just applied a day before the transaction arrived, I was notified that I can only apply again in 30 days.
How can I reduce these huge and exaggerated fees ?

Well, I received a payment for $415 and they charged me $80!!! They won't even bother to explain why. In fact 2 other payments are "on hold" for days and also, without any explanation why. They simply don't care.

I am in Mexico, and I don't know how that's relevant for this case. I have been selling many things on eBay for years and this is the first time Paypal is charging me 21% of the total amount without any explanation.
