i keep getting the following error when i try to send US$350 to an email address. "Sorry, we weren't able to complete your payment at this time. Please try again later." Can anyone help me? i am trying to send this money to a friend in Africa.

It would depend on where the recipient is in Africa, some customers in Africa can use PayPal to send payments but cannot receive payments. It will also depend on the currency you are using as well. If the recipient does accept the currency you are paying, the payment will not go through.
