I’m trying to send a birthday gift from the US to my niece in England. I’m getting the message when I try either to send money directly or as a gift. I tried her mother also with the same results. I’ve sent money before without issues.
What currency are you sending and can she accept that currency ie has she added it to her paypal account as a receiving currency or are you sending sterling?
Secondly what funding source are you using, if its your paypal 'balance' then it would have to be in sterling, if you are using a bank account or card then paypal will convert it for you.
