Error code: 70164

Hello One of my ebay costumers can't do payment to my account He is says that recived an error message that says exactly " The seller is currently not able to accept the payment. Please contact the seller. Error code: 70164" Why is this happening is issue with him paypal account our is my issue? What can i do to recive the money? Thanks
