Ebay payment rejected seconds after checkout but app shows it as still pending

I made an order on Ebay and after checking out i got an email saying that my payment has failed for some reason, if the payment truly failed why isn’t the money back in my PayPal balance? Also why does the app/website show it as pending?

If a payment pends for 30 days and is not claimed by the seller then it should time out 30 days post payment.
