Can someone please clarify, If I refund a customer (not due to dispute but due to them wanting to use a promo code) am I losing out on paypal fees and then having to make up the difference of their original payment also? Then if they re-pay me I get hit with a 2nd lot of fees? Or does the 1st refund, refund in full to buyer and seller?

The fee is a percentage plus 30 cents. If you refund they will refund you back the percentage, but not the 30 cents.
