E-check payment question

I received an check payment from a friend sent on June 14th estimated completion day the 19th. It’s the 19th at 3 pm, verified money cleared the senders account to PayPal on the 17th yet not available. PayPal representative offers no help.. at one point says it’s a 3rd party system, at next days it’s up to the senders bank... Unless I’m mistaken my friends bank sent the money to the “3rd party” 2 days ago. PayPal should have this money or info, but guess that’s a note for using their service I’m the future.... Question is... who’s had this problem? How’s do I get the funds available in my account?

Clearance date is an estimate as it depends on individual bank processing times.

Paypal can't give you funds that have not arrived yet.

Takes 3-5 business days and its 3 business days today.
