E-check payment pending

I sent money to my other PayPal account and it sent e-check on 12-18. The money cleared my bank on the 21st and the pending date was the 23rd. It’s the 28th and it’s still not available. Anyone know what the issue could be?

Clearance is dependent on your banks clearance times, paypal can't credit the funds until they have received them.
