Double charge

Hello! I have a problem with a purchase I made and I can't understand how to communicate it to pay pal. I ordered something and payed with paypal. The merchant sent it to me with the indication "pay upon delivery". I did so because I forgot I had already payed for it. I contacted the merchant that told me he would cancel my pay pal payment. The problem is that although he did not cancel it, I got a refund for the amount minus the delivery cost. So now the merchant has been payed twice and I am some euros short. I really need to know how this might have happened and how it can be fixed. Could someone help me?
