Does Paypal Charge a percentage to Businesses when they are issuing a refund?
Example:
• So a buyer has paid for something - let say $10
• Paypal pays my business the amount, minus the Paypal commission (lets say 3% + $0.30)
• That leaves me with $9.40
• Now I want to issue a refund - how much do I need to pay to refund the buyer the full $10 they originally paid?

You put in the 'whole' amount.
Then paypal will refund the % part of the fee at the same time but they don't refund you the fixed fee part.
Advice is voluntary.
