Do I need to send an invoice for business payments?

Hey,
so I did a freelance job but since I registered my business just recently, I don't have a tax number yet. Without this tax number, I can't write a proper invoice.
Can I also accept business payments without invoices? Can my customer just send me the money and I send an invoice later (maybe not via Paypal)?
Is there anything else I have to pay attention to?
My customer sent me the payment as a "personal" payment first. I refunded the money and told him that he has to send it as a business payment. This is correct, right? What happens if a customer doesn't want to comply and I have no control over that? Will I get punished for it?

Then why can you select "goods and services" when you send a payment without getting an invoice?
