It's been over one week trying to resolve my issue with PayPal to no avail. I was issued a credit by a merchant back to my PayPal account in October 2018 and that credit is nowhere to be found on any of my statements. I have spoken to countless representatives and a supervisor through multiple callbacks, hang-ups and lengthy hold times. I'm at my wits end! Is there a way I can open a dispute against PayPal since the issue is clearly with them not the merchant?

If merchant issued a refund, check the original payment details, there should be a record of the refund. There should be a link to view the related Refund transaction. There, it should indicate where the refund goes back to.
