Didn’t receive refund with authorization charge

Hi, I’m currently having an issue with a payment. I purchased $55 in account credit using my PayPal account for my OVH account. OVH is a cloud computing company. I later realized I didn’t need it so I cancelled it, and they said they would refund it within 7-10 business days. That has long passed now and I have not received any refund. I contacted their support again and they said to contact PayPal support since it’s not their issue anymore. The issue is, I can’t open a dispute because the payment is marked as an “authorization charge.” What am I supposed to do?
