Didn't buy item, 8 payments authorised by paypal and 2 lots of GST

I went to purchase some replacement nibs for my fountain pen today, came to a total of $30.21. 

I'm now down $180 plus in funds from my credit card and 2 lots of GST removed from an item I haven't actually brought.

I've gone through eBay and no records of me purchasing anything. 

How do so many transactions occur in this system and how long till the refunds are back so I can use my damn money
