So I was buying a random fun thing for the family, and I was trying to use a gift card like thing, called quad pay. The website I was buying from had a link to enter credit/debit, went there, took me to paypal, entered in the gift card number. The card was declined, but then my bank account was charged. I have never had an issue like this from paypal. I mean I never even wanted the other seller to have my primary card.
