Declined but charged

I originally tried messaging Paypal because I used their Pay 4 plan and was billed twice for the initial payment. Now 24 hrs later, Paypal is trying to tell me my payment is declined? <removed> And I can't get any kind of understandable response from the AI robot they use.  Anyone have any ideas that I could try to get this resolved before my purchase gets cancelled too?
