DPRP (recurring payment option) for PRO how do we enable this?

since upgrading to the pro version no one can pay in recurring payments.

they are fine if they pay for a full year tuition in 1 payment.

if they try to buy it in the other options (2 or 6 payments) they get bumped out and it says:

DPRP not enabled
