DECLINED CARD

"Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions." I tried adding a Visa Debit card to PayPal that I newly got. But it keeps on showing the above error. Please who knows the fix

Does your name and billing address on Visa Debit card match name and billing address on PayPal account?
