Customer unable to pay as Guest

I sent a PayPal invoice to a customer, who does not have a PayPal account.  They said they have paid vendors before as a guest, but for some reason when they click on our link and view invoice, it is not giving them the option to pay as Guest.  It just gives them a black screen and redirects them back to the invoice.  They said they tried yesterday and today and it is not working.  They are a government agency that is not allowed to set up a PayPal account of their own and always just pay as Guest, so it doesn't save their card number.  Is this a temporary problem?  Should I try deleting and reissuing the invoice?  Is there a work around of some sort?
