Currency Exchange Transaction on Ebay

I purchased an item on Ebay from a Canadian seller and after the sale, Ebay converted the total sales price to a ridiculous exchange rate. I checked immediately after the sale the current exchange rate and it was $1 US to $1.26 Canadian. I checked the Paypal exchange rate calculator and it showed $1 US to $1.22 Canadian. When I calculated my exchange rate cost, it was $1 US to $1.2063 Canadian. This is not right or illegal. Does Ebay and Paypal have the right to charge this much? I need to discuss with them and take further action if needed. Please advise. Thank you.
