Continuously Encounter Problems when Attempting to Navigate PayPal Website on P.C.

Initial login defaults to a server in Great Britain (I live in the U.S.). When I attempt to make a payment I encounter a "white screen". I have been unable to resolve this issue in the chat dialogues.
