Confirmed payment amount not the same amount debited (additional taxes paid)

Hello community!
I come from Germany and have paid for an order with PayPal. My cart had a total including shipping of $ 43.03. This amount was shown to me for confirmation by PayPal. In the lower part I had to choose how I want to pay, as known. I did so assuming I would pay $ 43.03.
Inexplicably, I then see in the confirmation email from PayPal that I paid 51.21 USD. This amount is made up of the $ 43.03 and $ 8.18 taxes.
For whatever reason?
I couldn't see that additional taxes were due prior to completing the purchase!
I rate this as a fraud or deception by PayPal!
The application for buyer protection was rejected in the first instance. What can I do to know if I have to pay tax or not before I buy?
