Client told by Paypal they could not sign up for Subscription using link we sent them

We created a Subscription link in Paypal and sent the link to a client via email so they could sign up for auto payments. We have quite a few clients who pay us this way. This client could not sign up for the subscription. When they talked to Paypal they were told that Paypal would not allow them to sign up for the subscription, that there was nothing wrong with their account, it was a Paypal security issue. Why would Paypal tell someone that? Why would they disallow someone to sign up for a subscription? 

 

We created the link through the Paypal site just like we've always done. We haven't had any issues with our account, and Paypal hasn't contacted us about anything we've done wrong. Why would they tell someone trying to sign up for a subscription that they won't allow them to? That obviously doesn't look good to a new client.
