Claiming payment from rewards from an APP from Google store but was for another email address

I was sent payment by an app as a reward but to my other email not one I use with Paypal. There was instruction to add that email to my pp account which I did and even made that prime email. Now when I click the claim link it keeps giving me can't process try later or contact pp.

Did you confirm your email address?

Yes. It was another address so I added that and made it the main. Even now when I click the claim button it goes to sorry unable to process this time.
