During the checkout process, it just shows a statement saying "Please add a bank or card to complete your purchase." even though I already have a bank account added. And when I type in the same account info, it gives an error saying "It's already linked." So I cannot use my account to do the payment. Does anyone know how to solve this problem or what might be causing it?

I'm sure seeing this message was alarming, as you already have a bank linked. Not to worry, it may just be a quick security check. To be sure, I'll kindly ask you to call in and speak with Customer Service. They have the tools to look into this issue for you that cannot be accessed through the Community or Social Media. Here are the steps to contact us:
 
- Visit our PayPal website.
- Click on the words "Help & Contact" at the bottom of the page.
- Click on "Contact", then login or continue as a guest. 
- Click "Call us" and select the phone number you'd like to use and dial it.
