Charges deducted for refund

Hi, I made a payment of $301 for the goods that i purchased from the seller, but was unhappy and asked for a refund within 4 days. The seller refunded only $286 saying Paypal deducted $14 as charges and he is unable to refund an amount higher than that.

You can open a dispute for non receipt of item so that you get a full refund but to be honest i think its only fair that its you that pays the fee rather than the seller as its you that changed your mind.

Thanks for the reply. Actually i dont want the seller to bear the charges. But given the transaction was reversed it 4 days and Paypal charged a huge 10% charge is something I don’t agree with. 5% as currency conversion + 5% commission for a transaction that was reversed. Is there a way to appeal to Paypal for this?
