Changing my preferred method of payment to use my PayPal balance

I am trying to change my preferred payment option to use my PayPal balance but it is not allowing me to change it.

why is it not allowing me to

Perhaps you need to select it as your default/preferred payment method for online purchases in your wallet or money page.
