Changed debit card number but refunds are going to old number

How can I make sure that the refunds will be restored to my bank account?

Refunds always go back to original funding source. Talk to your card issuer or bank to see what their policy is in such situation. Maybe they have a special process to route your refunds to the new account if with same financial institution or they will cut you a check..

Typically if your refund can't go back to your debit card, it will go back to your balance but that might depend on the country or if your card rejects the refund back to PayPal.
