Hey,
I live in Colombia, however a friend of mine lives in the U.S. and owes me money. He told me it was easier for him to send it to me via PayPal, so I created the account. The issue is, I don't have a credit card or anything like that in the U.S. and it seems he can't send me the money without me having an American credit card linked... How can I solve this issue?

You don't have the option to withdraw funds in Columbia you would only be able to spend them from your balance.
You can add a local card in your country but if you don't have one then not sure you can verify that account.
Why not look into him sending you funds in your own currency using western union or moneygram?
I used those methods when my son was travelling the world and ran out of funds on an oh too regular basis.
Advice is voluntary.
