Cant add paypal balance as payment method

Why cant i add paypal as my payment method.i have balance but still cant use it.paypal does not want me to change it. It says "this cant be used to pay online". Need help

See if you have this option available ALTHOUGH its not available in every country.
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your prefered way to pay and put a dot in one of the options listed.

Secondly............

You can use funds in your paypal balance 'as long as' they are in the correct currency and not pending.

BUT for some transactions ie digital / virtual or higher risk AND at 'some point' anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.

There is no update option there. Whats the use of having a balance when you cant use it. My country is Fiji. I have a card as backup. Why cant i use paypal balance
