Hello,
I am trying to pay someone for an item in Russia. Neither their paypal address of their paypal.me links work for me. I keep getting the message "this payment can’t be completed due to regulations."
I believe their account is new, and they just got their VISA card or bank account verified I believe.
But just two weeks ago I was able to pay someone else in Russia without any issues.
I have no idea how to pay them, and I have tried everything I can think of. I am considering trying a transfer through paypal to their card, but that charges me a fee that I would rather not pay if possible. (And I have no idea how to send it any other way either, other than through Paypal.).
If anyone knows how to get it resolved, it would be very much appreciated.
