Cannot pay for in app items in apple store

I have been trying to purchase a currency in a game and it always says payment method failed there was a problem with you paypal account. I have verified my identity atleast 20 times. Any idea on whats happening?

kinda like (google wallet?) 

did you pay using your Phone App?

or on a computer?
