Cannot make payments or purchase items with paypal balance

I keep trying to my a game key for my sons xbox and it wont go through, this is what it tells me;

"Sorry, we weren’t able to complete your payment or set up preapproved payments at this time,"

I tried transferring the funds to another account and it will not let me do that either, can someone help or tell me what is occurring.
