I tried using paypal for a steam purchase just minutes from now. The transaction failed and I immediately closed my account since I cant use it anyway. Not I cannot issue a refund. Please help.

Do you mean you closed your paypal account or steam account?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
