Cannot Add Debut Card: Card Declined

So I’ve recently been trying to add a debit card to my PayPal Wallet, but it never works. When I submit it, it reads “ Your card has been declined. Please try a different payment method.” I’m honestly very confused—linking my card to other sites (like Apple Pay) have worked fine… but why isn’t it working here? What’s it mean that my card has been declined? My card is from the Russian Bank YooMoney and I’m on iPhone.

May be it has to be a credit card in your country? Paypal varies a lot country to country on what you can and cannot add to a paypal account.

Also 'This card is not accepted. Please use a different card.' means that Paypal are getting a denial message from your bank when you are trying to add the card. When you add a card or update the details Paypal charge a temporary amount of 1.00. If this is not approved the card cannot be added. If you keep getting this message then call the number on the back of your card to check the issue with your bank. If the Visa you are trying to add is virtual or issued online you would need to try another card.

I have same issue I went to my bank and they told me I should be able to link my card that everything is ok with my card I am using a mastercard and I was ask to comeback and ask paypal what exactly caused the error?
