Cancelled Payment - money back

Over a month ago, I canceled a payment. The person I was paying did not take the payment. However, my money was taken out of my account. I have not received my money back yet. And I'm having trouble figuring out how to get connected with someone to fix this.

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US, or EMAIL US or use the ONLINE CHAT option if it is during business hours and the online chat suddenly pops up asking if you want to chat.
