I was stunned when I accepted to cancel a transaction. PayPal kept the fee as if the buyer had bought my item!!!
Canceling a transaction on request from the buyer should be free for the seller. Or PayPal should cancel the fee, or the buyer should pay it, not the seller.

You pay paypal for the service that they provide of processing your buyers payment for you and then processing the refund for you if you have agreed to refund the buyer.
Their service is not free as they have to run the service and pay their staff.
Advice is voluntary.

I see your point, but we should have the option to refund the buyer minus the PayPal fee. The seller didn't do anything, the buyer should be responsible for his mistake (ordering and then canceling)
