Can you counter partial refund amount in Dispute case?

Seller and I agreed to a higher partial refund offsite than what he offered through Paypal. Can I counter his offer after I decline the inital offer or will it go straight to Paypal to decide the case?
He was suppose to refund me last week and I dont want to talk to him outside of Paypal after I gave him a deadline to send my money back which has passed

You can negotiate with the seller during the dispute phase, once escalated to a claim paypal then get involved.
Advice is voluntary.
