Can't switch to live to enable Rest API Payments

Trying to set up Rest API to accept live payments. 

We upgraded our account to business but when we click our app live it satill says accounts needs upgrade. Paypal have confirmed our account is upgraded but it's not showing in developer.paypal.com

What do we do ?
