Can't send payments

I have money in my PayPal balance and I want to send money to another PayPal balance. I am trying to send the payment using the family and friends option. I get an error message that says: "Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service." I have sent to this person before and nothing has happened like this. 

I have to send this payment urgently, have this issue fixed as soon as possible. I am happy to provide any information about my account.

Is it in the correct currency?

Yes, both mine and receiver's primary currency is United States Dollar.

You are in NZ? So you have marked USD as your primary currency for that payment OR you just have USD as a receiving currency?

Yes, I live in NZ and my primary receiving currency is USD. That payment was tried using my USD balance.
