Can't send money to onother paypal account

I cant send money from my paypal accout to one onothoer pay pal accout.

It keeps showing me this : 

Sorry, we weren't able to complete your payment at this time. Please try again later.

Difficult to advise as you have given 0 information on transaction type / countries / currencies / funding sources / etc etc.

Contry is Kosovo, curreci USD in paypal account, my bank accout wich is linked to paypal is Credit Card (from local Kosovo bank )
