Can't send funds to family member

My account is verified and I want to transfer money lesser than the limit amount but there's an error statement says "Sorry, were unable to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact our customer service."

 
What is the main reason behind this problem?
 
Earlier hours I received a test fund transfer from my wife's account successfully a small number of funds and also tested transferring funds to a friend who lives in California, USA. He then sends me back a fund worth 24,600.00 in Philippine Pesos which I successfully received but then I want to transfer it again to my sisters account for withdrawal to a bank account but something went wrong.
 
This is a serious problem which needs an immediate solution from your team. Kindly help & support me solving this problem!
