Can't seem to pay with PayPal on any site?

Hi all,

I've been trying to to pay with Paypal on eBay for an item for the past 10 minutes. Every time I click checkout two error messages appear reading: 

Sorry, this payment option isn't available. Here are your options:

• Select a different payment option.
• Contact PayPal customer service to resolve this issue.

I have no restrictions or anything and just want to pay for my item. I don't understand the issue?

Sorry for disturbing, but did you eventually find a fix for this? I also am having this problem on any site I go. Even Ebay and Shoppy.
