Can't receive payment from UpWork

Hello,
I very recently tried to receive payment from UpWork. But it was cancelled with the error message :
We attempted to process your recent payment request but unfortunately it failed. |
The reason for returned funds: Unable to apply funds. |
I contacted UpWork and they said that the problem was with PayPal.
My account might not be fully verified, I do not currently own an international credit/debit card and being from Nepal, I cannot link my bank account to PayPal. But even with unverified account, I should be able to receive Payments and use the balance from PayPal right?

Thank you for your post and welcome to the Community Forum!
Make sure that your email address has been confirmed, and that you have added the currency in which you're receiving the money. Also, make sure your account is in good standing and that there are no pending issues in your Resolution Centre.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
- I received payment but it is on hold from yesterday. when it will go to main balance in My Money Archives
- Can't receive payment to my account in Payments Archives
- My PayPal account declines payments received from gumroad in Payments Archives
- I have sent payment to my old US bank in My Money Archives
- Money not received in Payments Archives
