Can't receive any money from anyone

Hello,

I am new to paypal, I just created account and added my debit card to it and confirmed it and deduct 1.3 euro

but I can't receive any money from anyone and get error

What is missing in my account

Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
